The Power Plant can be reached from Route 10 [via Cerulean City] after you learn the Secret Technique Sea Skim in Fuchsia City.

How to Get to the Power Plant

After you learn Sea Skim in Fuchsia City, go to Cerulean City. Go east from there to Route 10. Surf in the water and follow the path of the water until you reach the end. This is where you will find the Power Plant.

At the Power Plant

Outside, east of the Power Plant building, you can battle Poké Maniac Mark, who has a level 42 Rhyhorn and a level 42 Lickitung. You get 2016 Pokédollars and 3 Poké Balls for winning.

West of the Poké Maniac, there is a Thunder Stone next to the Power Plant building.

Explore the Power Plant

Go into the Power Plant. In here, you can catch Voltorb, Magnemite, and others.

Go north from the entrance and look to the right to find a Max Revive.

To the north, you can battle Coach Trainer Mable, who has a level 44 Omastar, a level 45 Aerodactyl, and a level 44 Kabutops. You get 4500 Pokédollars for winning. After the battle, you get 5 Rare Candies.

Go east from here, then southeast, then east. There are two paths going east. Use the upper of these two paths. Go east and check on the last red barrel in the southern row of barrels to find a hidden Voltorb Candy.

Keep going east and check on the last red barrel in the northern row of barrels to find a hidden Voltorb Candy.

Go east, then north, to find a Max Potion.

Go west along the northern path, and check the first red barrel to find a hidden Voltorb Candy.

Go west. The item that looks like a Poké Ball is actually an Electrode. Check on it if you want to try to catch it [you will have to defeat it within 5 minutes first].

Go west and check on the last red barrel to find a hidden Voltorb Candy.

Then go east, then south, then west to leave this area, then go south when you can. Go east to find an X Sp. Def.

Go southeast from there, then go southwest. In this room, go east to find a Rare Candy.

Then go west, then north. Then go east, then south when you can, to find TM38 Thunder.

You can go to the east side of this room to find another Electrode that you can try to defeat and catch.

Then go north out of this room. Go east, then north up a hallway. Then go into the room to the north. In the northeast of this room, there is a Max Potion, and in the northwest of this room, there is a Thunder Stone.

Go south out of this room, then go west and follow the path. Along the way, you will find another Electrode that you can attempt to defeat and catch.

Go south from that Electrode, then check the blue chair on the right to find a Pretty Wing.

Go south from there into a room where there is a Paralyze Heal. There is also an Electrode in the corner that you can try to defeat and catch.

Go north out of this room, then west. If you are ready to try to defeat and catch a Legendary Pokémon, go north. [If you are not ready, you can use the teleporter in the southwest corner of this room. Be sure to have plenty of Ultra Balls.]

Zapdos

Save your game, go north to battle Zapdos. You have five minutes to defeat it. If you don't defeat it in time, it will run away. To make it come back, you will have to defeat the Elite Four. [Or you can just close the game without saving, and try again.]

Once you defeat it, use Ultra Balls [I don't recommend using your Master Ball] and use Razz Berries to try to catch it. If it runs away, you have to defeat the Elite Four to make it come back. [Or you can just close the game without saving, and try again.]

Afterward, you can go southwest and step on the teleporter to go outside.

Moving On

You can go south from Fuchsia City and go through Route 19 and Route 20 to reach the Seafoam Islands, where another rare pokémon can be found.

You can surf in the water in Pallet Town and go south from there through Route 21 to reach Cinnabar Island, where the next Pokémon Gym awaits.

Zapdos and the Power Plant are optional objectives that open up for you as soon as you gain the Sea Skim Secret Technique in Fuchsia City, so you're free to head here as as soon as you can, or skip over the location entirely.

As you'll see below - where we'll cover any and all of the obtainable Pokémon, item locations, trainers and their squads that you might encounter in the area, as well as walking you through any key steps of the story along the way - there are some very rare finds to be had.

Pokémon Let's Go: Power Plant - available Pokémon, items and trainers

The Power Plant is one of the simplest 'dungeons' you'll find in Pokémon Let's Go, as it's only spread out over one floor and there are no puzzles or obstacles for you to solve - which is nice!

Instead, there's one fun little booby trap for you to look out for: upside-down Poké Balls. Although they look a lot like the item Poké Balls found dotted around the world, these are actually wild Electrodes, and if you interact with them, they'll attack!

They're one of the few 'interactable' wild Pokémon that you can actually battle, too - along with the likes of Snorlax and Legendary Pokémon - and you'll need to defeat them in battle first if you want to catch them. Otherwise, deceptive Electrodes aside, here's all the available items, Pokémon and trainers to be found. In the section below we'll explain how to make it through the Power Plant to find Zapdos!

A quick note if you're here to catch some of the rare Pokémon - Magnemite in particular can be a real pain, due to how much they move around. Try using Nanab Berries to get them to sit still!

Pokémon Let's Go: how to find Zapdos in the Power Plant

Unlike the other two Legendary Birds [Articuno at Seafoam Islands and Moltres at Victory Road], Zapdos is thankfully quite easy to find.

It's located in the top left, or north-west, corner of the one main room in the Power Plant. To get there, simply head over to the far right [east] side from the entrance, then up to the north and across, leftwards, to the west to find it amongst some large machinery!

Like the other Legendaries it's a fairly tricky battle. Zapdos is Electric and Flying-type, meaning that it's immune to the usual Electric counter of Ground-type attacks. Your best bets are Rock and Ice, to counter its Flying typing. Ground-types work well defensively, meanwhile.

Once it's defeated, things work much the same as they did with those Snorlax you'll have already encountered by now: it's the standard catching mode, only it can't run away [unless you run out of Poké Balls entirely]. So take your time and remember to use berries effectively to help!

Does Zapdos come back to the Power Plant?

Will Zapdos come back? The Legendary Pokemon will always reappear where they were originally found. So Moltres in Victory Road, Zapdos at the Power Plant, Articuno in the Seafoam Islands and Mewtwo in Cerulean Cave.

What happens if you lose to Zapdos?

Accepted Answer. It doesn't matter that you've already beaten the Elite Four once already. If you have ever been unable to catch a Legendary Pokemon, whether it was Moltres, Zapdos, Articuno or Mewtwo then you will have another chance to capture them.

How do I get to the Power Plant in yellow?

To reach the Power Plant, venture east from Cerulean towards Rock Tunnel, then surf south along the river. It's not far to the end, where a lone PokéManiac is hanging around outside the building. A colored background means that the Pokémon can be found in this location in the specified game.
