  1.how many domain users do you want to remote access w2012 host server concurrently ?
  is your w2012r2 target server in workgroup or in AD domain environment ?[if your w2012r2 target server in workgroup,we can only use rds per device cal.]

  A1:in general, there are only 2 remote session concurrently on w2012r2 for admin purpose.if we need more than 2 remote session on w2012r2 concurently, we need to install remote desktop session host role on w2012r2 .

  
  A2:yes,we need to purchase RDS cal per user or per device first ,after we finish installing RDS related role ,we can config below local policy or domain policy to specify RDLS server and RD license mode on all RDSH servers .

  3.For downgrading w2019 rds cal to the previous version. This is done through the Microsoft Clearinghouse service using the following steps:

  1].Open the "TS Licensing Manager" on the Windows Server, which is configured as RDS license server
  2].Click with the right mouse button on the remote desktop license server and select "Properties"
  3].On the tab "Connection method" in "Connection method" "Phone", "Select country" that perform necessary data and click the "OK" button
  4].Select Open the context menu of the remote desktop license server and choose "Install licenses"
  5].The install licenses Wizard displays the appropriate phone number for the Microsoft Clearinghouse
  6].The voice system make the necessary choice and wait until a clerk on the phone is
  7].Specify what you want to do [E.g. downgrade RDS CALs from 2019 to 2012r2]
  8].Pass on the license server ID.
  9].Give the product key for the purchased licenses. [It several packages can be enabled at the same time]
  10].Enter the license key pack ID and click the "Next" button
  11].The activation is successful, the following appears dialog and the process is completed
