Can I connect my external hard drive to my TV via HDMI?

No, a hard drive has no HDMI interface. There are however media players with a hard drive slot and a HDMI output. Another possibility is a usb interface for your harddrive. But not all TV's support that.

Is there an HDMI flash drive?

No. HDMI ports are specifically for transmitting and receiving video and audio data, sometimes with an added component for basic controls such as turning a monitor/TV on or off. But that's it. You couldn't read a storage device through an HDMI port, it has no ability to do that.
